About Timshel Tarbet, MBA
Timshel Tarbet is a former health plan C-suite executive, a U.S. Air Force veteran, and the founder of Timshel Tarbet Consulting. She has spent three decades getting critical enterprise priorities over the finish line, transforming underperforming programs, operating models, and teams.
Most recently, Timshel served as Chief Healthcare Experience, Quality & Equity Officer at Providence Health Plan, reporting directly to the CEO and serving as one of five enterprise Strategy Committee leaders. She oversaw Healthcare Experience, Strategic Accounts, Risk Adjustment, Provider Credentialing, Accreditation, Quality, Medicare Stars, HEDIS, and Health Equity across all lines of business. In 12 months, she led the experience transformation that took the plan's CMS rating from 3.5 to 4.0 stars and mitigated more than $80M at risk. She also reset a failing Risk Adjustment program, which mitigated $84M.
Before Providence, as Vice President, Business Excellence & Diversity Strategy at SCAN Health Plan, she helped surpass membership goals, adding 40,000 California members in 2022, a 17.2% increase over the previous year.
Over 16 years at Cambia Health Solutions, a Blue Cross Blue Shield Association member, Timshel built and led Enterprise Risk Management, Ethics & Compliance, and Corporate Accountability, presenting quarterly to the Board. Her Ethics & Compliance program was recognized by Ethisphere as one of the World's Most Ethical Companies five years in a row and named "best in class" across Blue Cross Blue Shield plans. She began her Cambia career in HR, owning compensation, performance management, and HRIS for 5,500+ employees and later leading talent acquisition.
Timshel's foundation in people leadership began in the U.S. Air Force (1993–2001), where she served as a Staff Sergeant and HR generalist and compensation analyst supporting 4,000 staff in the U.S. and Germany.
Today she helps health plans, healthcare organizations, and mission-driven teams improve performance through Medicare Advantage Stars & Risk Adjustment readiness, fractional executive leadership, retreat and strategic planning facilitation, executive coaching, and speaking. She holds an MBA and is based in Los Angeles.
Military Service & Foundation in HR
Timshel began her career in the United States Air Force (1993–2001), serving as a Personnel/HR Specialist at bases in South Carolina, Idaho, and Stuttgart, Germany. She supported joint operations with the Army and Navy, deployed during the Kosovo conflict, and gained hands-on experience in compensation, labor relations, and workforce management.
She was honored with the John Levito Award, the highest award for leadership at Airman Leadership School, voted on by peers and instructors. As a disabled veteran, Timshel carries the discipline, resilience, and people-first focus from her military service into every engagement.
